The Korea Institute of Child Care and Education (KICCE) held the 8th KICCE Policy Forum on December 16, 2024 (Monday) at 1:30 PM in Seminar Room 1 of the National Assembly Members' Office Building in Yeongdeungpo-gu, Seoul. The forum was held under the theme “Directions and Challenges for the Enactment of the Early Childhood Education and Care (ECEC) Integration Act.” The event began with written opening remarks from National Assembly members Cho Junghun and Ahn Sang-hoon, followed by welcome speeches from Kang Min-gyu, Director-General of the Early Childhood Policy Bureau (Ministry of Education), Kim Jae-kwang, President of the Korean Public Law Association, and Hwang Ock-kyeung, Director of KICCE.


The forum’s presentation session featured two key presentations. The first presentation was delivered by Professor Kim Jung Hyun (Department of Social Education, Jeonbuk National University) on the topic “Research Achievements and Limitations of the ECEC Integration Act.” The second presentation was delivered by Research Fellow Kim Ahreum (KICCE) on the topic “Key Issues and Future Tasks for the Enactment of the ECEC Integration Act.”


Following the presentations, an in-depth discussion was held with a panel of experts. The discussion was chaired by Professor Lee Hee-Jung (School of Law, Korea University) and featured contributions from Kim Young-myung (CEO of Children’s Happy World), Professor Kim Yun Hee (Department of Early Childhood Education, Duksung Women’s University), Professor Kim Jin Wook (Department of Child Development and Education, Myongji University), Researcher Lee Deok-Nan (National Assembly Research Service), Professor Lee Seunghoon (School of Law, Korea University), and Professor Jung Pilwoon (Department of Social Studies Education, Korea National University of Education).


This policy forum provided an opportunity for an in-depth discussion on the direction and challenges of enacting the ECEC Integration Act. It served as a platform for sharing diverse perspectives and exchanging opinions on policy development. Going forward, KICCE plans to strengthen its cooperation with relevant organizations and experts while actively collecting input from policy stakeholders to promote the development of more effective childcare policies.
